India’s Prime Minister Manmohan Singh has told President Obama that nuclear sites in Pakistan’s restive frontier province are “already partly” in the hands of Islamic extremists, an Israeli journal has said, amid considerable anxiety among US pundits here over Washington’s confidence in the security of the troubled nation’s nuclear arsenal.

Claims about the high-level exchange between New Delhi and Washington were made in the Debka, a journal said to have close ties with Israeli intelligence, under the headline “Singh warns Obama: Pakistan is lost.” The brief story said the Indian prime minister had named Pakistani nuclear sites in the areas which were Taliban-Qaida strongholds and said the sites are already partly in the hands of “Muslim extremists.” A sub-head to the story said “India gets ready for a Taliban-ruled nuclear neighbor.”

There was no official word from either Washington or New Delhi about the exchanges, with India in the throes of an election and US winding down for the weekend. But US experts have been greatly perturbed in recent days about what they say is Washington’s misplaced confidence in, and lackadaisical approach towards, Pakistan’s nuclear assets. The disquiet comes amid reports that Pakistan is ramping up its nuclear arsenal even as the rest of the world is scaling it down.

“It is quite disturbing that the administration is allowing Pakistan to quantitatively and qualitatively step up production of fissile material without as much as a public reproach,” Robert Windrem, a visiting scholar with the Center for Law and Security in New York University and an expert on South Asia nuclear issues told ToI in an interview on Thursday. “Iraq and Iran did not get a similar concessions… and Pakistan has a much worse record of proliferation and security breaches than any other country in the world.”

Windrem, a former producer with NBC whose book “Critical Mass” was among the first to red flag Islamabad’s proliferation record going back to the 1980s, referred to recent reports and satellite images showing Pakistan building two large new plutonium production reactors in Khushab, which experts say could lead to improvements in the quantity and quality of the country’s nuclear arsenal. The reactors had nothing to do with power-production’ they are weapons-specific, and are being built with resources who diversion is enabled by the billions of dollars the US is giving to Pakistan as aid, he said.

Windrem also pointed out that Khushab’s former director, Sultan Bashiruddin Mahmood met with Osama bin Laden and his deputy, Ayman al-Zawahiri, and offered a nuclear weapons tutorial around an Afghanistan campfire, as attested by the former CIA Director George Tenet in his memoir “At the Center of the Storm.” Yet successive US administrations had adopted an attitude of benign neglect towards Pakistan’s nuclear program and its expansion at a time the country was in growing ferment and under siege within from Islamic extremists.

US officials, going up to the President himself, have repeatedly said in public that they have confidence the Pakistani nuclear arsenal will not fall into the hands of Islamic extremists, and they have Islamabad’s assurances to this effect. But scholars like Windrem fear Pakistan’s nuclear program may already be infected with the virus of radicalism from within, as demonstrated by the Sultan Bashiruddin incident.

Over voice: Nothing can prevent Iranian missiles from targeting the heart of Israel, if Iran is subjected to a military strike by Israel. This was the response of the Iranian military commanders to the Israeli statements about a possible military strike against Iran, because of its insistence on obtaining nuclear energy. Yet an [Israeli] attack seems improbable to the Iranians, because Tel Aviv does not have the ability to go through a war with Tehran.

Iranian Chief-of-Staff General Hassan Firouzabadi: We are fully prepared to confront any attack that would threaten the interests of Iran. We have sufficient means and the necessary force to defend our territory.

General Ataollah Salehi, general commander of the Iranian army: The truth is that Israel does not have the courage to attack us. If we are subjected to any attack by Israel, I do not think we will need more than 11 days to wipe Israel out of existence.

Over voice: Tehran denies that its military preparations are aimed at attacking any neighboring country. Iran justifies its military preparedness as a means to defend Iran and the region, which may alleviate the fears and concerns of countries in the region.

General Yahya Rahim Safavi, Khamenei’s chief advisor on military affairs: Our military capabilities are not meant to threaten the neighboring countries, but only to defend Iran. Iran strives for peace, security, and stability with the countries in the region.

General Reza Pourdastan, commander of the Iranian army ground forces: The neighboring countries can rest assured that by no means will we attack any country.

Over voice: But fears about Iran’s missiles remain, especially among Western countries, concerned that Iran might arm its missiles with nuclear warheads, since the superpowers doubt that Iran’s nuclear program is peaceful. This is categorically denied by Tehran, which says that according to the shari’a and the law, it is forbidden to obtain a nuclear bomb.

Ahmadinejad: America on ‘Verge of Death’

Israel and America are on the ‘verge of death’ and as a result, Iran will never give up its nuclear research facilities, according to Iranian President Mahmoud Ahmadinejad, who recently offered this insight in a rambling television interview.

In the interview, broadcast on IRINN –TV on April 22, Ahmadinejad told the story of a prime minister from an “industrialized country” who was seeking to do business in Iran. But that was only possible, the minister told Ahmadinejad, if Iran gave up the “nuclear issue.”

“I felt very sorry for him, so I put my hand on his shoulder, and said: ‘Dear sir, don’t be so afraid of America. Don’t be afraid of those Zionists. They are on the verge of death. Their time has past. Do not surrender your people to them,’” Ahmadinejad told the interviewer.

The Iranian president then described a similar encounter at the recent Durban Review Conference on racism in Geneva, where Ahmadinejad prompted a walkout by nearly two dozen countries after he called Israel a racist state.

“Somebody, somewhere, when we went to that conference [Durban II] a few days ago, said to me: ‘Sir, you are in Iran, not in Palestine. Do not deal with this issue. Let the ‘front of arrogance’ (an Iranian term for the West) implement their plans over there,’” Ahmadinejad said. “’Don’t get so involved.’

“Let me tell you the answer I gave him. I said to him: ‘Don’t you know the nature of the Zionists? Don’t you know who the Zionists are?’” the Iranian president said. “’They came in order to take over our region in its entirety. At first, they said that they wanted [a country] from the Nile to the Euphrates. Once the got settled, they said that there had been a mistake, and that they wanted all the Islamic lands.’”

Ahmadinejad then suggested that the debacle at Durban was a Zionist-inspired conspiracy.

The Obama administration intends to add as much as $55 million for training of an emerging Palestinian Authority army that trains at an American-built training base in Jordan, Reuters reported. The American strategy has been to strengthen PA forces and prepare them to fight terror and keep the rival Hamas faction at bay. The United States refers to the PA troops as “special forces” and not an army, which is prohibited under the Oslo Accords.

The Hamas militia completely overwhelmed the Fatah militia in Gaza in June, 2007, surprising Americans who already had begun training Fatah forces. United States Middle East envoy George C. Mitchell has asked Lieutenant General Keith Dayton, who has been overseeing the training, to remain at his post for two more years.

Iran holds enough uranium for bomb


Iran has built up a stockpile of enough enriched uranium for one nuclear bomb, United Nations officials acknowledged on Thursday.

In a development that comes as the Obama administration is drawing up its policy on negotiations with Tehran over its nuclear programme, UN officials said Iran had produced more nuclear material than previously thought.

They said Iran had accumulated more than one tonne of low enriched uranium hexafluoride at a facility in Natanz.

If such a quantity were further enriched it could produce more than 20kg of fissile material – enough for a bomb.

“It appears that Iran has walked right up to the threshold of having enough low enriched uranium to provide enough raw material for a single bomb,” said Peter Zimmerman, a former chief scientist of the US Arms Control and Disarmament Agency

The new figures come in a report from the International Atomic Energy Agency, the UN’s nuclear watchdog, released on Thursday. This revealed that Iran’s production of low enriched uranium had previously been underestimated.

When the agency carried out an annual stocktaking of Natanz in mid-November Iran had produced 839kg of low enriched uranium hexafluoride – more than 200kg more than previously thought. Tehran produced an additional 171kg by the end of January.

“It’s sure certain that if they didn’t have it [enough] when the IAEA took these measurements, they will have it in a matter of weeks,” Mr Zimmerman said.

Iran’s success in reaching such a “breakout capacity” – a stage that would allow it to produce enough fissile material for a bomb in a matter of months – crosses a “red line” that for years Israel has said it would not accept.

UN officials emphasise that to produce fissile material Iran would have to reconfigure its Natanz plant to produce high enriched uranium rather than low enriched uranium – a highly visible step that would take months – or to shift its stockpile to a clandestine site.

No such sites have been proved to exist, although for decades Iran concealed evidence of its nuclear programme.

A senior UN official added that countries usually waited until they had an enriched uranium stockpile sufficient for several bombs before proceeding to develop fissile material. He conceded that Iran now had enough enriched uranium for one bomb.

“Do they have enough low enriched uranium to produce a significant quantity [enough high enriched uranium for a bomb]?” he said. “In theory this is possible, [although] with the present configuration at Natanz it isn’t.”

David Albright, the head of the Institute for Science and International Security, said: “If Iran did decide to build nuclear weapons, it’s entering an era in which it could do so quickly.”
