Fulfilling a promise he made to coal miners during his campaign, President Trump signed legislation Thursday ending a key Obama administration coal mining rule.
Trump signed legislation that nixes the Office of Surface Mining’s Stream Protection Rule, a set of Interior Department regulations that put expensive new requirements on coal companies.
Surrounded by lawmakers and coal miners, Trump called the regulations “another terrible job-killing rule” at a signing ceremony in the Oval Office.
“In eliminating this rule, I am continuing to keep my promise to the American people to get rid of wasteful regulations that do absolutely nothing but slow down the economy, hamstring companies, push jobs to other countries,” Trump said.
“This is a major threat to your jobs and we’re going to get rid of this threat,” he added. “We’re going to fight for you.”
The House and the Senate approved the measure through the seldom-used Congressional Review Act, which permits lawmakers to roll back any regulation the Obama administrated implemented from June to his last day in office.
Regulators finalized the stream protection rule in December, but spent most of Obama’s tenure constructing it.
The rules required coal companies to conduct extensive monitoring of any waterways that could potentially be impacted by mining operations.
The legislation is the second Trump has signed into law which undoes the Obama administration’s environmental regulation. He signed a Congressional Review Act resolution Tuesday which nullifies a financial disclosure requirement for energy companies.
